What you need to know about Singapore’s new property cooling measures

SINGAPORE - Spikes in private housing prices and Housing Board resale flat prices in Singapore have prompted the authorities to introduce a new round of cooling measures. The move, announced at close to midnight on Wednesday (Dec 15), will affect the buoyant property market, which has been thriving despite the economic fallout from the Covid-19 pandemic. Here is what you need to know: 1. What are the measures? - The additional buyer's stamp duty (ABSD) on purchases of residential properties will be raised. ABSD is a tax charged on second and subsequent property purchases. - The total debt servicing ratio (TDSR) threshold, which limits the amount that a person can spend on monthly debt repayments, will be tightened, making for smaller home loans for borrowers. - HDB loan limits will also be lowered. 2. When do they kick in? - The measures kicked in on Thursday. They are applicable to all residential property transactions where the option to purchase (OTP) was granted on or after Dec 16. - For the higher ABSD, buyers with OTPs granted before Dec 16 will not be affected. But they must exercise their OTP on or before Jan 5 or within the OTP validity period, whichever is earlier. The te...

Why SORA is a more transparent and reliable borrowing rate for commercial property loans

Mike*, a business owner, will soon have to sign a new commercial property loan agreement for his factory building in the western part of Singapore. He plans to replace his current commercial property loan, which is pegged to the Singapore Dollar Swap Offer Rate (SOR), with a new floating-rate loan based on the Singapore Overnight Rate Average (SORA). While some of his fellow business owners expressed concerns about taking a new property loan agreement on a borrowing rate they did not know much about, Mike regards SORA as a reliable interest rate benchmark. He understands how SORA is calculated, having renewed his company’s credit line earlier this year to replace an older floating-rate agreement that was expiring. Mike is one of many commercial property owners who will be affected as Singapore transits to using SORA as the key interest rate benchmark. The transition impacts not just floating-rate loans and mortgages, but also any financial contract tied to SOR or the Singapore Interbank Offered Rate (SIBOR), including bonds and derivatives (such as currency and interest rate swaps). What are SOR, SIBOR and SORA, and how are they different? Ensuring a seamless transition In the comi...

Does high inequality lower interest rates?

(NYTIMES) - The Federal Reserve's low interest rate policies and other steps meant to boost the economy are driving the value of stocks and other assets to the moon and thus are a major cause of high wealth inequality. New evidence suggests high inequality is the cause, not the result, of the low interest rates and high asset prices evident in recent years. That is a provocative implication of new research by Dr Atif Mian of Princeton, Dr Ludwig Straub of Harvard and Dr Amir Sufi of the University of Chicago. The research looks at two leading explanations: the demographic effects of the baby boom generation's accumulation of retirement savings and the effects of higher inequality, given the fact that rich people save a larger share of their income than the middle class and the poor. They found that the role of higher inequality was far more important than that of demographics. It's not that the high earners increased their savings rates. Rather, they were winning a bigger piece of the economic pie; by the researchers' calculations, the share of income going to the top 10 per cent of earners rose to more than 45 per cent in recent years, up from about 30 per cent in the early 1970s....

US Fed says may ‘soon’ be time to remove stimulus

WASHINGTON (AFP) - The Federal Reserve said on Wednesday (Sept 22) that increasing Covid-19 cases have slowed the United States' economic recovery, but it may nonetheless be ready to "soon" begin to remove stimulus. The economy has healed to the point that the central bank may slow the pace of its massive monthly bond purchases "if progress continues broadly as expected", the policy setting Federal Open Market Committee (FOMC) said in a statement after concluding its two-day meeting. When the pandemic hit the country in March last year, the Fed slashed its benchmark interest rate and began buying bonds and other securities to ease lending conditions and ensure the financial system would not seize up. Fed chairman Jerome Powell has signalled that the start of the taper process could begin before the end of the year, but an increase in the key borrowing rate would not come until later. But in their quarterly forecasts, more members of the committee now see at least one interest rate hike next year, and as many as three in 2023. That tightening would come amid rising prices, as the median inflation forecast is now 4.2 per cent for the year, even as their growth outlook was cut to just...
