Dentist struck off S’pore dental register for making false Chas claims

SINGAPORE - Dentist Teo Eu Gene, who was jailed last year for having submitted false claims for dental procedures, has been struck off the official dental register. He will not be permitted to practise as a dentist in Singapore for at least three years. After this period, he can apply for his name to be restored in the register, said the Singapore Dental Council in a statement on Friday (June 25). Last year, Teo became the first person to be jailed for cheating the Government through the Community Health Assist Scheme (Chas). He was sentenced to 46 weeks' jail after being convicted of 25 charges of making false Chas claims. These claims were for dental procedures between 2014 and 2015. Teo's actions caused two polyclinic groups - SingHealth Polyclinics and National Healthcare Group Polyclinics - that process and reimburse Chas claims on behalf of the Ministry of Health to wrongfully disburse more than $18,000. On Friday, the Singapore Dental Council said it held on April 12 a disciplinary inquiry against Teo, who previously practised at Phoenix Dental Surgery clinics. The disciplinary committee noted that Teo's dishonest conduct and convictions seriously impinged upon the reputatio...

Singapore slips to 4th place in global fintech ranking but keeps top spot in Asia-Pacific

SINGAPORE (THE BUSINESS TIMES) - Singapore has fallen one rung to fourth place in this year's Global Fintech Rankings. And while it still takes the top spot among countries in the Asia-Pacific, the Republic faces stiff competition from countries like Australia, China and Japan, which have moved up the leaderboard this year. The second annual index, produced by fintech analytics provider findexable in partnership with cloud banking platform Mambu, looks at over 80 countries, 264 cities, and over 11,000 fintechs. The index scores each location for the quantity and quality of privately-owned fintech companies, as well as the local business environment. When it comes to ranking of cities, Singapore fell six places to take the 10th spot. Eight of the top 10 cities have remained the same as in last year's inaugural index, while the top three - San Francisco, London and New York - are in the same order. Cities that have surpassed Singapore this year include Sao Paulo, Tel Aviv, Berlin and Boston. Other cities in South-east Asian countries, like Jakarta, have moved up 27 places in the city rankings to number 32 globally, whereas Kuala Lumpur is up 11 places to the 67th spot. Uneven funding...

ISD detains S’porean Dickson Yeo, who spied for China, for acting as paid agent of foreign state

SINGAPORE - A Singaporean man who had worked for China's intelligence services since 2016 has been detained for two years under the Internal Security Act (ISA) for being a threat to Singapore. Dickson Yeo, 40, had acted as a paid agent of a foreign state, said the Internal Security Department (ISD) on Tuesday (June 15). He was arrested by the ISD on Dec 30 last year, after he was deported to Singapore from the United States upon completion of a 14-month jail term for spying for China in the US. Yeo was issued an order of detention under the ISA on Jan 29. "ISD's investigations established that Yeo had worked for the intelligence apparatus of a foreign state and had carried out various taskings given to him by his foreign handlers in exchange for monetary gains," said the department. "Yeo admitted to being fully aware that his foreign handlers were working for the intelligence apparatus of the foreign state." ISD said that Yeo was tasked to source information and provide reports on issues of interest to his foreign handlers, including information relating to Singapore. He had approached various individuals in Singapore to try and obtain information for the purpose of writing his rep...

Racist acts signal it’s time for S’poreans to confront ‘painful truths’ about beliefs: President Halimah

SINGAPORE - President Halimah Yacob on Thursday (June 10) said recent incidents of "hatred and chauvinism" have shaken confidence in Singaporeans' belief in hard-won cohesion. "It is agonising to read about the incidents of hatred and chauvinism perpetrated by Singaporeans against each other," she said in a Facebook post, calling such acts "so hurtful". "Our greatest fear is how such prejudice will affect our young and influence their minds. We wonder whether these are one-off incidents or reflective of a larger problem," she added. Madam Halimah noted that the law would not, by itself, stop such incidents from being perpetuated. Instead, it is time to have deeper engagements about the importance of cohesion and how to achieve a truly multi-racial and multi-religious society. "In the process, we may have to confront and reassess some very painful truths about ourselves and our beliefs. It may be unpleasant but this is a journey that I feel every Singaporean needs to take," said Madam Halimah, adding that social media use and the ongoing Covid-19 pandemic were contributing factors that may mask real issues. Of late, a slew of incidents have sparked widespread attention and debate am...

G-7’s global minimum corporate tax rate: What will it mean for Singapore?

Finance ministers from the Group of Seven (G-7) rich nations reached a landmark accord last Saturday (June 5) backing the creation of a global minimum corporate tax rate of at least 15 per cent, an agreement that could then form the basis of a worldwide deal. Major economies are aiming to discourage multinationals from shifting profits - and tax revenues - to low-tax countries regardless of where their sales are made. Details are still being worked out, and the issue will be discussed among G-7 leaders meeting this weekend as well as by G-20 finance ministers next month. The Straits Times asks experts about what the accord will mean for Singapore. Q: Will global tax change Singapore's value proposition? Mr Chris Woo, tax leader, PwC Singapore There will not necessarily be a uniform response across the board. Big tech can move more easily compared with manufacturing, but even then, it depends on availability of a skilled workforce. Others who are seeking to apply other strategies such as the diversification of supply chains or require proximity to markets may be less inclined to move. What will be considered especially by more mobile companies like big tech is whether the non-tax be...

CDL said to have filed for $940 million Reit IPO on SGX

SINGAPORE (THE BUSINESS TIMES) - City Developments Limited (CDL) has applied for an initial public offering (IPO) of a real estate investment trust (Reit), which could raise some £500 million (S$940 million) on the Singapore Exchange, Bloomberg has reported. The Reit, which aims to list in the third quarter of this year, will have a portfolio size of about £1.8 billion, sources told Bloomberg on Thursday (June 3). Bloomberg noted that a CDL representative declined comment. Earlier in May, sources told Bloomberg that Qatar Investment Authority (QIA) may inject HSBC Holdings' London headquarters building into a UK commercial property Reit to be listed by CDL in Singapore, possibly as early as Q3. CDL has two predominantly office properties in London that could be injected into the UK Reit: 125 Old Broad Street and Aldgate House. These were acquired in 2018 for £385 million and £183 million, respectively. The potential deal would boost the value of CDL's portfolio to £1.8 billion from £600 million. The IPO, denominated in sterling, would only be the second such offering in Singapore. QIA and CDL did not comment on the matter, according to Bloomberg. In 2020, CDL's massive $1.78 billio...

Private museums here struggle for visitors amid Covid-19 despite SingapoRediscovers voucher bookings

SINGAPORE - To keep all six of his full-time employees, Mr Takumi Minami has had to sell his shares in a restaurant and a gym. The owner of Singapore Musical Box Museum is Japanese, but passionately believes in his work of highlighting Singapore's important role in the development of music boxes in the region. In the absence of tourists during the Covid-19 pandemic, his small museum at the Thian Hock Keng temple in Telok Ayer Street has seen visitorship drop by more than half. Even with SingapoRediscovers voucher bookings by locals, his sales last year made a meagre $6,800, compared with $22,000 in 2019. "That is not enough to manage the place," he said. "We have made a drastic cost reduction, for example, by reducing unnecessary air conditioning. Private museums are either understaffed, underfunded or both. We are no exception." Mr Minami finds the going so tough that he sees the need to draw inspiration from history. "I have the experience of the Japanese people finding a way to be resurrected after the Fukushima earthquake. History and culture can give courage and dignity to people in difficult situations," he said. Singapore's heightened alert following the resurgence of commun...

Singapore Red Cross calls for donations over Gaza conflict

SINGAPORE - In response to the conflict in Gaza, the Singapore Red Cross (SRC) has launched a public appeal for cash donations to support affected and vulnerable communities in the region. The aid will be channelled towards emergency medical equipment and supplies, as well as food and non-food relief items, that will be distributed in shelters for the displaced affected communities, said SRC in a press release on Tuesday (May 25). The organisation said it has also activated its Restoring Family Links service to help individuals locate their immediate family members who may have been affected by the conflict and whom they have difficulty contacting. Those in need of the service can contact SRC at rfl@redcross.sg The recent 11-day engagement between Israel and Hamas was triggered by clashes between Israeli police and Palestinian protesters at the Al-Aqsa Mosque in Jerusalem close to the end of Ramadan. Hamas, which controls Gaza, fired rockets at Israel and Israel conducted air strikes at Gaza. The conflict left more than 220 dead, including 12 Israelis, before both sides agreed to a truce last Friday (May 21). Mr Benjamin William, who is SRC's chief executive and secretary-general, ...

S’pore launch of McDonald’s BTS Meal delayed amid country’s return to phase 2

SINGAPORE - The Singapore launch of a celebrity meal by McDonald's in partnership with popular K-pop group BTS has been delayed amid the country's return to phase two after a spike in Covid-19 cases. The BTS Meal, which was scheduled to be sold from Thursday (May 27), will be launched on June 21 instead, said the fast-food chain said in a Facebook post on Monday. McDonald's had said last month Singapore was one of nearly 50 countries where its outlets would have the celebrity meal on the menu beginning this week till June 25. The earlier launch dates appear to be unaffected elsewhere, with countries such as Malaysia still promoting the event on social media. Dr Leong Hoe Nam, an infectious diseases specialist from Mount Elizabeth Novena Hospital, said the launch could attract large crowds of fans, some of whom may be unvaccinated. He added that the B1617 coronavirus strain could be a concern. "The B1617 strain is more infectious with kids than previous strains and the launch could encourage the gathering of people which may fuel the fire of Covid-19 transmission. Children may bring the virus home, spread it to their family and the chain goes on," he said. Last June, the authorities...

Global collective action, people on the ground needed to fight climate change: Grace Fu

SINGAPORE - Collective and committed global action is needed to overcome climate change. And, in South-east Asia, countries must work together to realise sustainability goals as the region goes about recovering from the Covid-19 pandemic, said Minister for Sustainability and the Environment Grace Fu on Saturday (May 22). She also urged participants at an annual youth forum, by non-profit organisation Global Compact Network Singapore, to start engaging in sustainability activism as individuals on the ground. They can then move on to influencing social norms in the community, before joining national and international initiatives. In opening remarks delivered virtually, Ms Fu noted several ways Singapore is contributing to regional efforts, such as by convening the first special Asean ministerial meeting on climate action in 2018. Singapore has also committed $5 million over five years through the Asean Specialised Meteorological Centre - based in the Republic - to aid weather forecasting and haze monitoring. Ms Fu pointed to an Asean Power Grid being explored in the long run, which would enable electricity to be traded freely between member states - and help the region reach its aspi...

"They are a mix of public, private and people sector applicants." Other grant recipients are grassroot...

MFA meets India High Commissioner to express concerns over Delhi minister’s claims of Singapore virus strain

SINGAPORE - Singapore's Ministry of Foreign Affairs (MFA) on Wednesday (May 19) said it was "disappointed" that a prominent Indian political figure like Delhi Chief Minister Arvind Kejriwal had failed to ascertain facts before making claims about a "new strain" of Covid-19 found in Singapore. In a statement, the ministry said it "regrets the unfounded assertions" made on Facebook and Twitter by Mr Kejriwal, who claimed on Tuesday that a "Singapore variant" was particularly harmful to children and could cause a third wave of infections in India. "MFA met the High Commissioner of India P Kumaran this morning to express these concerns," said a spokesman. Foreign Minister Vivian Balakrishnan quoted Mr Kejriwal's original post in a tweet and said: "Politicians should stick to facts! There is no 'Singapore variant'." Dr Balakrishnan also included a link to a May 11 article in established science journal Nature, which explained how virus variants like B1617 have been dominant in India before spreading to about 40 nations, including Singapore. Indian foreign minister Subrahmanyam Jaishankar tagged Dr Balakrishnan in a tweet that sought to clarify that Mr Kejriwal "does not speak for India"...
