Government to consider PME task force recommendations for workplace fairness

SINGAPORE - Proposals from the labour movement and employer's federation to ensure workplace fairness and support local workers will be considered by the Manpower Ministry (MOM). It noted on Friday (Oct 22): "The recommendations will be taken into consideration in the ongoing review of manpower policies, the workplace fairness framework and employment support initiatives." The remarks were in response to nine proposals put out by a PME task force led by the National Trades Union Congress and Singapore National Employers Federation to pinpoint better ways to assist professionals, managers and executives (PMEs). One of the key thrusts of the task force's recommendations is to enhance workplace fairness through improving human resources standards, re-looking the review process for employment pass applications and differentiating foreign worker access by occupations. The MOM noted on Friday that a tripartite committee had been formed in July to review the framework for workplace fairness. "(The committee) will study the recommendations put forth by the PME task force as it designs a legal framework that is balanced, and in the best interests of Singapore and Singaporeans," MOM said. It...

Emerging Stronger Taskforce: Strengthen S’pore’s international partnerships, especially with South-east Asia

SINGAPORE - Singapore should position itself as a partner for recovery and growth, and foster win-win partnerships with its neighbours. The country can do so by working with countries in the region at all levels, including through partnerships between businesses, and deepening Singapore's engagement with and knowledge of the region. These were among the recommendations in a report released on Monday (May 17) by the task force set up to transform Singapore's economy amid the pandemic. "As a small and open economy, international trade is indispensable to Singapore," said the Emerging Stronger Taskforce (EST), which was set up last May to guide Singapore's economic recovery from the Covid-19 crisis. "In a more troubled world, we must resist the tide of turning inwards. We must continue to cultivate strong and meaningful international partnerships with the world." The task force said Singapore must contribute to South-east Asia in particular, noting that Asean was the third-largest market in Asia after China and Japan in 2019, and the fifth-largest globally. More platforms should be established to bring interested companies together to engage the region at the business-to-business leve...

Emerging Stronger Taskforce: As S’pore businesses transform, they must equip workers with skills for new roles

SINGAPORE - Even as businesses transform themselves to adapt to the changing nature of work, their workers will also need the right skills to take on new or redesigned job roles. Besides businesses, there is room for training providers, Institutes of Higher Learning and unions to play a "bigger and more sustained role" in upskilling and creating career progression pathways for workers, according to a report released by the Emerging Stronger Taskforce on Monday (May 17). At the same time, Singapore must remain open to talent from abroad to boost the local workforce. Minister for National Development Desmond Lee, who co-chairs the task force to guide Singapore's economic recovery from the Covid-19 pandemic, said there is a need to help workers here to bridge skills gaps and prepare for an uncertain future. "We'll support Singaporeans in this journey, provide the assistance, as well as the resources that they need to take on new and better jobs in a post-Covid-19 world," he added. To ensure workers stay ahead of the curve, the taskforce urged businesses to work with intermediaries and unions to identify job disruption and training needs early on, and chart suitable upskilling plans. Emerging Stronger Taskforce: Establish S’pore as carbon trading and services hub, seize green opportunities

SINGAPORE - Singapore should establish itself as a carbon trading and services hub, as part of a broader push to seize growth opportunities in the area of sustainability. This was among a set of recommendations made by the Emerging Stronger Task Force to transform the country's economy amid the pandemic, in a report released on Monday (May 17). National Development Minister Desmond Lee, who co-chairs the task force, said Covid-19 has "crystallised" the fact that sustainability is an important and existential issue, and the growing demand for a green economy presents an opportunity for Singapore to establish itself as a first mover in this area. There is a pressing need to establish the Republic as a sustainability hub, while fulfilling its own carbon commitments and contributing to the global agenda to tackle climate change at the same time, said the task force in its report. The task force noted that demand for carbon services and trading is expected to increase as voluntary carbon markets scale up significantly to meet Paris Agreement goals. By 2050, the global carbon offset market could be worth US$200 billion (S$267 billion), as demand could grow exponentially by up to 100 time...

Emerging Stronger Taskforce: S’pore can unlock ‘virtually unlimited opportunities’ by playing to strengths

SINGAPORE - Covid-19 has created an unprecedented impetus for digital adoption among businesses and individuals in Singapore, and the country can create new opportunities in the virtual realm post-pandemic if it plays to its strengths. In a report released on Monday (May 17), the Emerging Stronger Taskforce suggested providing digital services in areas that tap Singapore's strengths of trust, speed, consistency and systems-level coordination. "We have always found ways for our economy to transcend our physical boundaries - as a major air hub, an international maritime centre, a hub for financial and professional services, and a trusted gateway to Asia. We must now do the same in the virtual realm," said the task force, which was set up last May to guide Singapore's economic recovery from the pandemic. In its report, the task force said it envisions Singapore taking its Smart Nation aspirations global to unlock "virtually unlimited opportunities" for businesses and talent, as well as cities. Elaborating on these plans, it said businesses must move quickly to sell their products and services overseas such that they can grow and create new markets. Such digital services may include th...

New joint task force to champion protection of local PMEs

SINGAPORE - Professionals, managers and executives (PMEs), particularly older ones, now have a champion in the form of a new task force that aims to protect their career prospects and keep them relevant for the new economy. This was announced on Tuesday (Oct 27) by National Trades Union Congress (NTUC) secretary-general Ng Chee Meng, who said PMEs, especially those aged between 40 and 60, are more vulnerable due to economic transformation and technological disruption. Co-led by NTUC assistant secretary-general Patrick Tay and Singapore National Employers Federation (SNEF) executive director Sim Gim Guan, the task force comprises union and industry representatives from the industrial, service and public sectors. Mr Ng and SNEF president Robert Yap will be its advisers. During his keynote speech at the Labour Research Conference 2020 on Tuesday, Mr Ng outlined the task force's three key areas of focus. It will work towards enhancing employability and reducing risk of retrenchment; encouraging employers to retain and build capabilities for the workforce; and enabling PMEs through upskilling and reskilling. Over the next six months, the group will engage PMEs and employers through poll...
