Just 7% of senior execs are fully confident the EU will hit its offshore wind targets. The study was commissioned by Dajin Heavy Industry.

The report breaks down the industry’s top regulatory concerns. Policymakers are weighing local content rules, trade instruments and cybersecurity standards. Respondents broadly support cybersecurity requirements. They back the Carbon Border Adjustment Mechanism only if implementation stays practical. But they strongly oppose cost-raising measures like trade restrictions and local content mandates. The three biggest barriers to delivery are supply chain bottlenecks, trade restrictions and local content rules.

Dajin Heavy is expanding into one-stop offshore wind solutions for the European market. The company notes port and installation capacity are critical supply chain gaps. To hit its offshore wind targets, Europe needs policy certainty and affordable project costs. Policymakers must balance domestic industrial goals with cost efficiency for the sector to thrive.
